The purpose of this paper is to provide a background perspective for the applied papers at the conference. This perspective differs from that of neoclassical theory and is rooted in detailed micro studies by such students of technological change as Nathan Rosenberg and Christopher Freeman, as well as the theoretical structures based on evolutionary rather than equilibrium modeling.
